Oakland has some of the worst crime statistics in the US. What do local police do to improve the city’s reputation and, above all, their own reputation, which is marked by several scandals? As early as 2003, a federal oversight board was assigned to monitor Oakland’s police force due to the overstepping of powers and human rights violations. Five different police chiefs then tried, in vain, to reform the force. It was not until 2013 that Sean Whent took over as chief of police and achieved a level where Oakland was even held up to other cities as an example. However, Whent’s era ultimately collapsed and the Oakland police found itself in a worse state than ever before. This gripping documentary follows more than a two-year period starting in the autumn of 2014 and sheds some light on the reform efforts as well as the difficult situations the police and the public face. The film comprehensively covers the theme of US police forces’ deep-rooted bias against African-Americans and the persistent systematic abuse of power.
